C3 Networx began NIWC Pac support in 2007 with the initial design, development and implementation of the Rapid Integration Test Environment (RITE) program. C3 Networx continues to support RITE and its evolution to the Consolidated Software Armory (CSA).

Client Business Area and Focus

C3 Networx core focus is Development to Operations (DevOps) engineering. Centered around rapid, iterative software development, test, certification and delivery.

We assist government customers with the architecture, process development, tools, and automation required to deploy fully approved software to Navy Operational units.

Called Security DevOps (DevSecOps) by NIWC PAC, C3 Networx supports the design and engineering of automation technologies that provide accelerated and assured software code ready for Fleet use.

Also, we assist customers with Cloud migration.

Client Focus


C3 Networx provides system and software engineering support to NIWC PAC, which includes all elements of SecDevOps, including migration to the Cloud.

C3 Networx has supported multiple Programs through RITE, to include three major PEO C4I Programs: Naval Tactical Command Support System (NTCSS) (now evolving to Naval Ocean Supply System (NOSS), Naval Warfare Information Center 5.0 Executable Architectures Model (ExAMS) and PMW170 Global Positioning System (GPS) – based Positioning, Navigation and Timing Service (GPNTS) program.


C3 Networx has authored the RITE Standard Operating Procedures (SOPs) approved by the NIWC PAC Chief Engineer (Code 5.0E) for inclusion in the NIWC PAC Process Asset Library (PAL) as “Best Practices”.

We evaluate, select, and integrate the centralized software and test tools used by over 2,000 NIWC PAC users.

R&D Highlights/Projects

C3 Networx supports the NIWC PAC Chief Engineer in the Cybersecurity Architectural design and development of the Risk Management Framework (RMF) Assess and Incorporate for Software Engineering in a Day for Software (RAISED) process.

This support included the development of plans, test procedures and data collection methods, as well as the automation of the Risk Management Framework processes, which were vetted and accepted by the Security Controls Assessor (SCA) and Navy Authorizing Official (NAO) for the Assess and Authorization (A&A) security certification.

Mr. Stanley Murphy has over 17 years of DoD experience in Operations, Security, and Administration. He served over 12 years in the U.S. Marine Corps in various Operations, Administrative, and Security fields, while taking two tours to Afghanistan and one tour to Iraq. During his tours he created multiple Operations and Administrative policies to ensure the safety of Marines.
